In 1998, the Dallas-Fort Worth Hospital Council (DFWHC) began participating in disaster preparedness efforts with regional hospitals. In conjunction with the Metropolitan Medical Response System (MMRS) planning, it was requested that the DFWHC provide a regional hospital response plan and serve as a hospital contact for the regional hospitals during a major disaster. The purpose of this plan was to facilitate disaster planning for the hospitals in North Central Texas area and to provide coordination between the hospitals, first responders, emergency managers, public health departments, and other key community response partners involved in disaster response activities.

In subsequent years, DFWHC created the Office of Disaster Preparedness and, in succession, formed the Hospital Planning Group, Regional Hospital Resource Center Advisory Board, and most recently the Hospital Preparedness Advisory Board comprised of hospital representatives and key response partners. These planning groups, in collaboration with the Texas Department of State Health Services (DSHS), supported the implementation of the National Bioterrorism Hospital Preparedness Program (NBHPP) throughout Texas Trauma Services Areas C and E.  These NBHPP activities are currently being administered by the North Central Texas Trauma Regional Advisory Council (NCTTRAC).
