Texas Health Care Information Collection Center for Health Statistics

  • The Texas Health Care Information Collection Center for Health Statistics (THCIC) was created in September 1995 by the Texas State Legislature.
  • The Center is charged with developing a statewide health care data collection system to collect health care charges, utilization data, provider quality data, and outcome data to facilitate the promotion and accessibility of cost-effective, good quality health care (Chapter 108, Texas Health and Safety Code).
  • Hospitals in Texas are required to submit all inpatient discharge data to the Department of State Health Services (formerly Texas Department of Health), unless granted an exemption by the Center.
  • Hospitals must submit data electronically in the national standard flat file format commonly known as the ANSI X.12 form 837 format, or using the paper HCFA 1450 form (paper submission requires an additional exemption.)
  • The DFWHC Data Initiative staff support member hospitals in the state submission process.
  • The DFWHC Data Initiative also maintains a proprietary software tool that imports several report formats to support the generation of the Texas 837 submission to the state:
